What We Built

Previously, getting licenses and permits in this state was a complex and time-consuming process. Business owners had to work with multiple agencies, forms, and regulations, often leading to frustration and delays.

This fragmented system slowed business growth and placed a large burden on government staff.

Meeting the needs of the state’s OOI and entrepreneurs required a solution that could streamline interactions across multiple systems and agencies. Collaborating closely with the OOI, we focused on key areas to modernize the state’s licensing and permitting process.

We developed robust, scalable data systems to optimize information quality. The platform consolidates licensing and permitting information and services from multiple agencies into a single, easy-to-navigate platform. Integrating and modernizing this data eliminates the need for businesses to visit different websites or physical offices, saving time and reducing confusion. 

The platform provides a clear and user-friendly interface for uploading required documents, submitting applications, and checking their status. Automated compliance checks also ensure businesses meet requirements, which reduces errors and processing time.

By connecting previously distinct and separate systems, we automated processes and enabled seamless data-sharing between the platform and other state systems. This enhances user experience and fosters collaboration between the OOI and other state agencies. Doing so:

Centralizing information and services also improves transparency, making it easier for agencies to track progress and demonstrate accountability. The platform’s integrated data and analytics capabilities provide valuable insights into user needs and program effectiveness, enabling data-driven decision-making.

We modernized state and citizen interactions. Our work goes beyond the platform. We also engage with external state agencies to help improve their citizen touchpoints. The introduction of a single live chat support platform in several state agencies has drastically improved the experience of users looking for help within the state. This live chat uses both AI-powered chatbots and live representatives to provide user support, reduce wait times, and increase user satisfaction.

By continuing to monitor, improve, and expand the live chat system, we’ve created a system that will provide a consistent and reliable resource for navigating state services quickly and easily.

We successfully integrated the platform with legacy systems. Integrating these legacy systems into the updated platform improves operational efficiency and user experience. The platform has also been built to allow for integration with the sites and systems used within the various agencies across the state’s government.

We created an intuitive and usable platform for all state business owners. Human-centered design principles guided the platform’s development, ensuring the solutions we deliver are aligned with the user's needs. Our design team’s use of user research, testing, and interviews helped us create a platform that’s intuitive and usable for the state’s distinct business community.

AI-powered chat for personalized guidance and support, streamlined workflows, real-time notifications, and design compliant with WCAG and 508 standards have all been integrated to create an easy and intuitive experience for everyone. The platform also facilitates seamless communication between businesses and government agencies.

We implemented robust security measures. This focus on security safeguards sensitive state and citizen data while adhering to stringent compliance standards. We also developed robust, scalable data systems that optimize information usability and quality. This ensures the platform remains an essential tool that can grow and change for years to come. 

We developed a rich content library. This library includes content related to a wide range of business topics relevant to state business owners. It’s curated by Fearless’ content team members who partner with subject matter experts to ensure it’s accurate and understandable to prospective business owners.

We leverage structured content with taxonomy tags for industries and funding types to help users identify funding and certification opportunities. We also perform periodic improvements to the information architecture of the site content for improved findability.

The platform has transformed the licensing and permitting process in the state, creating a more efficient, transparent, and user-friendly experience for businesses and government agencies.
