For one Northeastern state, their online business platform is the central space for helping people start and grow a business. It combines content from over a dozen state agencies into a single, plain-language site that answers key questions about permits, licenses, financing, and compliance.

At the heart of the platform is a growing library of permit and license pages, each explaining what a business owner needs to do, when to do it, and how to apply. These pages must be accurate and easy to understand.

Creating that content is a heavy lift. 

Each page requires research, coordination with subject matter experts, and careful drafting to ensure it meets editorial, accessibility, and legal standards. As the site expanded to support more permit types and business scenarios, the team needed a more scalable way to keep up with content demand without sacrificing quality.

To keep pace with the growing demand for clear, consistent permit and license content, Fearless introduced a generative AI solution focused on the early stages of drafting. Instead of replacing human expertise, the tool supports it, speeding up the creation of first drafts while keeping content experts in control of quality, accuracy, and voice. 

Our approach fit seamlessly into existing workflows, helping the team scale content delivery without increasing complexity.

We used structured AI prompts to support early drafting. Fearless introduced a generative AI solution to support the earliest stage of content creation. Working alongside the state, we developed structured prompt templates that guide large language models to generate draft content based on official documents like PDFs, forms, and policy guidance.

The AI doesn’t write full permit pages. Instead, it produces early drafts of specific sections such as eligibility, timelines, required documents, and application steps. Writers then review the drafts, check for accuracy, and make edits before anything is published.

This reflects AI-powered process innovation in practice, where generative tools are used to reduce manual drafting effort while keeping content experts fully in control of accuracy, clarity, and tone.

By using AI to support early drafting, the State reduced the manual burden of producing high-quality content while maintaining oversight, editorial control, and user trust.
