Before PSHBS, each agency managed its own eligibility data and paper-based workflows. This meant manual reconciliation, siloed records, and limited insight into system-wide trends.
The lack of a central platform made it difficult to respond quickly, ensure accuracy, or track costs effectively.
Fearless worked directly with OPM and its partners to modernize the Postal Service Health Benefits enrollment process. We designed and deployed a real-time data platform inside OPM's Azure environment, ensuring the system was secure, compliant, and sustainable for the long term.
We replaced fragmented, paper-driven processes with automated pipelines, real-time data monitoring, and reconciliation dashboards. This reduces support burdens and enables faster response times.
For the first time, OPM stakeholders have a single source of truth: they can track data movement across agencies, monitor file status in real time, and filter or download the enrollment and cost data they need to make informed decisions.
We developed a secure, cloud-native data foundation to power the program. Designed and deployed within OPM’s Azure environment, the platform connects data across more than 15 federal, commercial, and payroll partners, including USPS, NFC, OWCP, SSA, and major carriers.
This wasn’t just a technical challenge. It was a high-pressure, mission-critical launch that demanded coordination across agencies, full public accountability, and zero tolerance for error.
We delivered self-service dashboards for sustainable use. Stakeholders can now filter, explore, and download enrollment and cost data on demand. Documentation and knowledge transfer prepared OPM staff to manage the system long after launch.
We aligned with user needs through continuous feedback. By engaging stakeholders throughout development and using UAT-driven iteration, we ensured the platform met operational and compliance requirements under tight deadlines.
The Postal Service Health Benefits System is already delivering measurable results. We helped OPM streamline enrollment, reduce data errors, and save over $11 million over five years.
We delivered clarity, continuity, and trust. Our handoff to OPM’s operations team was seamless, with full documentation and knowledge transfer that set their staff up for long-term success.
And most importantly, we helped create the data infrastructure needed to support access to health benefits for nearly 2 million Postal employees, retirees, and family members—reliably, efficiently, and at scale.
