Every year, the Federal Audit Clearinghouse (FAC) processes over 40,000 audits on behalf of the Office of Management and Budget. All federal grantors and grantees use the FAC to submit, review, and resolve any issues involving their audits. It’s a critical resource for many agencies and individuals.
The FAC is transitioning from the U.S. Census Bureau to the General Services Administration (GSA) on October 1, 2023. This move is necessary, as the FAC better aligns with GSA’s mission. During this transition, GSA will be updating the FAC system to improve user experience and delivery of services.
GSA has awarded Fearless a task order through the TOTAL Blanket Purchase Agreement (BPA) to help them through this transition. As we modernize the FAC system, we’ll ensure it’s responsive to updated policy mandates and evolving user needs.
“There are hundreds of billions of dollars in grants provided by the federal government every year to nonprofits, universities, municipalities, and other organizations that rely on these funds,” says Robert Testerman, Fearless’ Federal Civilian Portfolio Director. “And as an important tool to help ensure this federal assistance is appropriately audited and reported on, the FAC should contribute to a positive user experience.”
Supporting GSA's vision to modernize the FAC.
The FAC is a valuable system that allows for the tracking and auditing of federal grant awards. But, in order to meet the needs of users, some updates need to be made.
Issues like errors being time-consuming to fix (which can delay payments to grantees), non-machine readable and inaccessible data results, and processes that are inefficient and expensive to maintain can lead to frustrating experiences for users.
Fearless is helping GSA address these issues and modernize the FAC. As we do, we’re working to avoid disruption to the Federal audit community who use the system every day.
GSA's vision is for the FAC to be a trusted, transparent, and efficient system. They also want to ensure it offers users quick reporting and issue resolution. Our goal is to help GSA achieve that vision.
To do this, Fearless will be providing software development, testing, security, and infrastructure support. Over time, we’ll also transition into data engineering and analytics to better serve the reporting needs of FAC users.
Over 100 agencies and many tens of thousands of public users use FAC. We're excited to improve the experiences of these users and to help GSA modernize the FAC.
