Secure access to government programs is critical when citizens need to interact with federal benefits, services, and applications.

The General Services Administration’s (GSA) Login.gov platform supports 26 million users. And it facilitates private and secure online interactions for 60+ applications at more than 20 government agencies. Login.gov is supported by vendors including Fearless, 18 F, and federal employees.

Making Login.gov secure and usable.

The Small Business Administration (SBA) is a login.gov partner and uses the platform for the Paycheck Protection Program. They also used it to manage the disaster loan assistance program in Texas this year after the historic snowstorms in the state.

“We saw 5 times the amount of regular traffic with people applying for disaster assistance using Login.gov,” said Fearless Scrum Master Janet Evans.

Secure identity and access management are critical to expanding functionality. They're also essential for providing users with a single-sign-on system to access multiple government platforms while giving citizens the confidence that their information and data will remain protected.

“We work in partnership with other government organizations to manage the user-facing piece of Login.gov," Evans said. "To make sure people are who they say they are and to determine eligibility for what people are trying to access."

Enhancements to Login.gov include:

  • Work on an improved partner self-service dashboard for partner agencies,
  • Adding Identity Access Level 2 for partners that require it.

The service architecture is also being future-proofed for better security, reduction in fraud, and efficient operation. Login.gov delivers all code to Public Domain GitHub repositories and keeps costs reasonable by operating as a shared service utilizing efficient lean management processes.

Creating a more reliable, intuitive experience.

Launched in 2017 by 18 F, Login.gov is meant to enhance the privacy and security of online interactions for the public and for agencies. Every consumer-facing service the government offers benefits from the platform.

The Fearless team has improved the Login.gov workflow for users by creating a more reliable, intuitive experience. We've done this through our focus on human-centered solutions, open collaboration, and bageless teamwork.

The result has been:

  • A 9% increase in the identity-proofing rate within 2 weeks of releases,
  • Cost savings for GSA and partner agencies,
  • A more secure and functional login process for users.

Fearless’ work on this shared service helps to further GSA’s vision to provide “effective and efficient Government for the American people.” We do this by increasing the security, simplicity, and efficiency of Identity Management services across Government.

Looking ahead, the Login.gov team is exploring the potential of offering its service to state and local partners. A pilot with 6 state and local partners will investigate the feasibility of expanding Login.gov beyond the federal level.
