For over 60 years, the Small Business Administration (SBA) has supported small businesses. Much of the agency’s work is made possible by its technical ecosystem, which SBA has been steadily modernizing over the years.
Across a number of SBA projects, Fearless is helping accelerate the agency’s digital transformation.
We’re continuing this important work on a new contract vehicle.
About the Customer Experience, Data Management, and Technology Modernization IDIQ.
To help the agency keep pace with the evolving needs of small businesses, SBA’s Office of Investment and Innovation (OII) handpicked Fearless for a five-year, $4.5 million Indefinite Delivery, Indefinite Quantity (IDIQ) contract.
The single-award, sole-source Customer Experience, Data Management, and Technology Modernization IDIQ includes a variety of agile development and design services. This work will include coaching, discovery, design, development, alternative analysis, and more, spanning seven functional areas:
- Cultural Change
- Practical Application Development
- Alternatives Analysis
- Practical Application Viability
- Discovery and Design
- Development
- Retrospective
Through this vehicle, OII aims to put in place an integrated enterprise system, data, and reporting architecture. This is a big undertaking, and the IDIQ will give OII easy access to the broad range of services needed to do this work justice.
For Fearless’ Federal Civilian Portfolio Director, Robert Testerman, these kinds of flexible procurements are critical to building government services that work for everyone.
“Too often, complex procurement practices block agencies from easily accessing the services they need,” he said. “Contract vehicles can help mitigate this risk, empowering agencies to quickly address new situations as they emerge. This results in more responsive government services, which is what we’re all about at Fearless. We’re very excited to provide SBA with this kind of adaptable, agile support.”
Along with the IDIQ, Fearless was also awarded an initial Task Order (TO) with SBA OII.
About the User Experience and Agile Capacity Services TO.
Through the Small Business Investment Companies (SBICs), Small Business Innovation Research (SBIR), and Small Business Technology Transfer (STTR) programs, SBA provides financial assistance and Research & Development (R&D) funding to small businesses across the U.S.
As an organization that has secured contracts using SBIR for digital transformation, Fearless is keenly aware of how these programs drive tech commercialization and deliver public goods and services that the private marketplace is not adequately addressing.
As part of the User Experience and Agile Capacity Services TO, we’re helping modernize the technology platform that supports the critical programs of SBICs, SBIR, and STTR.
We’re starting by analyzing the agency’s current Customer Relationship Management (CRM) solution, user personas, and data models. Based on this discovery work, we’ll then develop a Minimum Viable Product (MVP) that establishes a scalable and human-centered CRM framework.
“Through this TO, we’re modernizing SBA’s CRM system and better integrating it into OII’s technology suite,” Robert said. “This will help eliminate manual processes and bridge silos. It’ll also reduce the burden on SBA’s internal staff while giving the agency better data on its customers. Ultimately, this will help SBA work more efficiently and effectively for the small businesses it serves.”
Additionally, by improving the way SBA tracks and manages data, the government will have better metrics to support decision-making.
