The Technology Transformation Services (TTS) housed within the General Services Administration (GSA), has awarded Fearless a blanket purchase agreement (BPA) for TOTAL (TTS’s Organization’s Transformation Agile Lifecycle). The BPA could be worth $120 million to Fearless over the next five years and result in creating dozens of new positions.
TOTAL has four functional areas. Fearless' BPA award is for Functional Area 3 – Lifecycle Agile Development with a focus on application development, data science, product, delivery, and quality assurance.
About the blanket purchase agreement.
The BPA streamlines the procurement process so that TTS can immediately issue task orders to support government customers within and outside the GSA to 1 of the 4 awarded companies. When normally they would have to issue an RFP for every project. The TOTAL BPA will support all shared services within GSA.
“This is a very exciting opportunity for our team," shared Greg Godbout, Fearless' Director of Digital Services and Business Development. "It allows TTS to support government customers within and outside the GSA. Outside GSA, TTS will be able to rapidly implement contracts for Agile Delivery at the speed of need. Inside GSA, TTS will use the same advantages to support and scale internal shared services like Login.gov."

This award is in alignment with President Biden’s goal to streamline government services and advance digital transformation.
The Technology Modernization Fund model was recently restructured to:
- Prioritize investments to address urgent IT modernization needs,
- Bolster cybersecurity defenses,
- Foster cross-agency collaboration,
- Improve the delivery of government services for all Americans,
- Support services that can be scaled across government.
In addition to Fearless, GSA awarded BPAs to SemanticBits, Bixal, and Amivero, in the following three functional areas:
- Lifecycle Agile Development with a focus on infrastructure, security, system architecture, DevSecOps, and Security Assessments.
- Lifecycle Agile Development with a focus on design, user research, UI/UX, IA, content strategy, prototyping and modeling.
- IT Program Support with a focus on customer account management, outreach, acquisitions, finance, operations, and project/program management.
